Patient Rights
1. Right to Receive Medical Care: Patients have the right to receive appropriate health and medical services to protect and promote their health, and their health-related rights shall not be infringed. Medical personnel may not refuse treatment without a justifiable reason.
2. Right to Be Informed and Right to Self-Determination: Patients have the right to receive sufficient explanation from their doctors, nurses, and other medical staff regarding their medical condition, treatment methods, expected results, and medical expenses, to ask questions about them, and to decide whether or not to consent.
3. Right to Confidentiality: Patients' medical and private information shall not be infringed upon, and medical personnel and medical institutions may not disclose or publish such information except as provided by law.
4. Right to Remedy: In the event of a dispute related to medical services, patients may request counseling and apply for remedies.
Patient Responsibilities
1. Duty to Trust and Respect Medical Personnel: Patients shall accurately inform medical personnel of their health-related information and shall trust and respect the treatment plans of medical personnel.
2. Duty Not to Receive Treatment by Fraudulent Means: Patients shall identify themselves before treatment and shall not receive treatment by false or fraudulent means.
3. Compliance with Hospital Rules: Patients shall comply with the rules of the hospital and public order, and shall respect hospital staff and other patients.
4. Financial Responsibility: Patients shall faithfully fulfill the financial obligations agreed upon with the hospital.
Privacy Policy
Clear Seoul Eye Clinic (hereinafter the "Company") values the personal information of its customers and complies with the "Act on Promotion of Information and Communications Network Utilization and Information Protection."
Through this Privacy Policy, the Company informs you of the purposes for which and the manner in which the personal information you provide is used, and of the measures being taken to protect personal information.
When the Company amends this Privacy Policy, it will give notice through announcements on its website (or by individual notice).
This Policy is effective from January 1, 2023. Personal Information Collected

The Company collects the following personal information for membership registration, consultations, service applications, etc.
Name, date of birth, gender, resident registration number, login ID, password, home telephone number, home address, mobile phone number, email, occupation, service use records, access logs, cookies, access IP information
Method of collecting personal information: website (membership registration), posting of various content, event participation, voice recording
For consultation requests: name, mobile phone number, age, branch

Purposes of Collection and Use of Personal Information
The Company uses the collected personal information for the following purposes.
① Performance of contracts concerning the provision of services, and provision of services
② Member management: identity verification for the use of membership services, personal identification, prevention of fraudulent use by delinquent members and of unauthorized use, confirmation of intent to register, handling of civil complaints such as grievances, and delivery of notices
③ Marketing and advertising: development and specialization of new services, delivery of advertising information such as events, determination of access frequency, or statistics on members' use of services
④ For consultation requests: used by Clear Seoul Eye Clinic for LASIK/LASEK and presbyopia/cataract consultations (mobile phone, telephone, text message)

Retention and Use Period of Personal Information

The Clinic destroys personal information without delay and without exception once the purposes of its collection and use have been achieved.
However, the following information is retained for the period specified below for the reasons stated.
Item retained: login ID
Basis for retention: re-registration with the same login ID is not permitted after withdrawal
Retention period: permanent
For consultation participation: 6 months from the date of collection (destroyed without delay if the customer withdraws consent)
Procedure and Method of Destruction of Personal Information

In principle, the Company destroys personal information without delay once the purposes of its collection and use have been achieved.
The procedure and method of destruction are as follows.
Destruction procedure
Information entered by members for membership registration, etc. is, after the purpose has been achieved, transferred to a separate database (or a separate filing cabinet in the case of paper records), and is stored for a certain period in accordance with internal policies and information protection grounds under other relevant laws (see Retention and Use Period) before being destroyed. Personal information transferred to the separate database will not be used for any purpose other than retention, except as required by law.
Destruction method
- Personal information stored in electronic file form is deleted using technical methods that make the records unrecoverable.
- Personal information printed on paper is destroyed by shredding or incineration.
Rights of Users and Legal Representatives and How to Exercise Them

Users may at any time view or modify their registered personal information and may also request termination of membership.
To view or modify personal information, users may click ‘Change Personal Information’ (or ‘Edit Member Information,’ etc.), and to terminate membership (withdraw consent), click ‘Withdraw Membership,’ and, after completing the identity verification procedure, directly view, correct, or withdraw. Alternatively, if you contact the Personal Information Manager in writing, by telephone, or by email, we will take action without delay.
If you request correction of an error in your personal information, we will not use or provide the personal information concerned until the correction is completed. In addition, if incorrect personal information has already been provided to a third party, we will notify the third party of the result of the correction without delay so that the correction can be made.
Installation, Operation, and Refusal of Automatic Personal Information Collection Devices

The Company operates ‘cookies’ and ‘sessions,’ etc., which store and retrieve users' information from time to time.
A cookie is a very small text file that the server used to operate the Clear Seoul Eye Clinic website sends to your browser and that is stored on your computer's hard disk. The Clinic uses cookies for the following purposes.
A session is stored in the server's storage space (memory and hard disk) for the purpose of identifying the continuity and uniqueness of a visitor's network connection, and the Clinic uses sessions for the following purposes.
① Purposes of using cookies, etc.
By analyzing the access frequency and visit times of members and non-members, identifying users' preferences and areas of interest and tracking their activity, and determining the degree of participation in various events and the number of visits, targeted marketing and personalized services are provided, and, in some cases, the collection of cookie information may be outsourced to specialized institutions and agencies for the above purposes.
Users have a choice regarding the installation of cookies. Accordingly, by setting options in the web browser, users may allow all cookies, require confirmation each time a cookie is stored, or refuse the storage of all cookies.

To refuse cookies, users may, by selecting options in the web browser they use, allow all cookies, require confirmation each time a cookie is stored, or refuse the storage of all cookies.

However, if a user refuses the installation of cookies, there may be difficulties in providing services.
③ Purposes of using sessions
A session is a unique value that distinguishes members and is used to verify that the same member is connected.
Sessions are destroyed as soon as the member logs out.

Withdrawal of Consent (Membership Withdrawal)

Users may at any time withdraw the consent given at membership registration to the collection, use, and provision of personal information. If you submit a request through the Clear Seoul Eye Clinic 1:1 consultation, we will process the withdrawal after verifying your identity.

Provision of Personal Information

In principle, the Clinic does not provide users' personal information to outside parties. However, the following cases are exceptions.
Where users have given prior consent
Where required under the provisions of laws, or where requested by an investigative agency in accordance with the procedures and methods prescribed by law for investigative purposes

Entrustment of Collected Personal Information

Users and legal representatives may at any time view or modify their registered personal information or that of the child under the age of 14 concerned, and may also request termination of membership.
Users or children under the age of 14 may view and modify personal information through ‘Change Personal Information.’
Alternatively, if you contact the Personal Information Manager in writing, by telephone, or by email with a request to view, modify, or delete, we will take action without delay. If you request correction of an error in your personal information, we will not use or provide the relevant
personal information until the correction is completed. In addition, if incorrect personal information has already been provided to a third party, we will notify the third party of the result of the correction without delay so that the correction can be made. The Clinic processes personal information terminated or deleted at the request of a user or legal representative as specified in “Retention and Use Period of Personal Information Collected by the Clinic,” and handles it so that it cannot be viewed or used for any other purpose.
Installation, Operation, and Refusal of Automatic Personal Information Collection Devices

Devices that collect personal information automatically generated during the use of internet services, such as cookies, are not operated.

Terms of Use
Chapter 1. General Provisions
Article 1 (Purpose)
The purpose of these Terms is to set out the conditions and procedures for using the services provided by Clear Seoul Eye Clinic, other necessary matters, and the rights, obligations, and responsibilities of Clear Seoul Eye Clinic and its users.

Article 2 (Effect and Amendment of the Terms)
(1) These Terms take effect upon being posted for users.
(2) Clear Seoul Eye Clinic may amend these Terms in the event of a change in circumstances or for important business reasons, and the amended Terms take effect in the same manner as described in the preceding paragraph.

Article 3 (Rules Not Covered by the Terms)
Matters not specified in these Terms are governed by the provisions of the relevant laws and regulations.


Chapter 2. Membership Registration and Use of Services
Article 1 (Definition of Member)
A "member" means an individual whom Clear Seoul Eye Clinic recognizes as eligible for membership, who has agreed to these Terms, completed the membership registration form, and been issued an "ID" and "password."

Article 2 (Formation of Service Membership)
(1) Service membership is formed when Clear Seoul Eye Clinic approves a user's application and the user agrees to these Terms.
(2) Anyone who wishes to register as a member and use the services must provide the personal information requested by Clear Seoul Eye Clinic.
(3) When Clear Seoul Eye Clinic approves a user's application, it will notify the user of the member ID and any other information it deems necessary.
(4) The ID entered at registration cannot be changed, and only one ID is issued per person.
(5) Clear Seoul Eye Clinic will not approve an application that falls under any of the following:
a. The application is made in another person's name
b. The application is not made under the applicant's real name
c. The application form contains false information
d. The application is made for the purpose of disturbing social peace and order or public morals

Article 3 (Use and Restriction of Services)
(1) In principle, services are available 24 hours a day, all year round, unless there are special business or technical difficulties.
(2) The service hours in the preceding paragraph may be restricted, with prior notice to members, when Clear Seoul Eye Clinic deems it necessary, such as for regular system maintenance.
(3) Online consultation may not be available 24 hours a day, depending on the personal circumstances of the responding specialists.

Article 4 (Service Fees)
(1) The services are free of charge for everyone registered as a member.
(2) If Clear Seoul Eye Clinic begins charging for the services, it must post the timing, policy, and fees on the service before charging begins.


Chapter 3. Withdrawal, Re-registration, and Restriction of Use
Article 1 (Withdrawal from the Service)
(1) A member who wishes to withdraw from the service must personally request termination from the administrator by email.
(2) When requesting withdrawal, if the member provides their name, resident registration number, ID, telephone number, and reason for termination, the membership will be terminated after confirming that the information matches the registration records.
(3) Withdrawal is complete when the member can no longer log in with their existing ID and password.

Article 2 (Re-registration)
(1) A user who has withdrawn from the service under Article 1 and wishes to re-register may personally request re-registration from the administrator by email.
(2) When requesting re-registration, if the user provides their name, resident registration number, ID, and telephone number, re-registration will be processed.
(3) Re-registration is complete when the user can log in with their existing ID and password.

Article 3 (Restriction of Service Use)
Clear Seoul Eye Clinic may terminate the service agreement without prior notice, or suspend service use for a set period, if a member engages in any of the following:
(1) Acts contrary to public order and morals
(2) Acts related to criminal activity
(3) Planning or carrying out the use of the service for the purpose of harming the national interest or the public good
(4) Stealing another person's ID and password
(5) Damaging another person's reputation or causing them disadvantage
(6) The same user registering twice under different IDs
(7) Interfering with sound use, such as by causing harm to the service
(8) Other violations of relevant laws or the conditions of use set by Clear Seoul Eye Clinic


Chapter 4. Limitation of Liability for Services
Article 1 (Online Consultation)
(1) Clear Seoul Eye Clinic makes every effort to maintain security so that the consultation content of members and users is not disclosed to third parties other than the consulting doctor and the service administrator.
However, Clear Seoul Eye Clinic is not responsible for the disclosure or loss of consultation content in the following cases:
a. Consultation content is disclosed because the user's password was leaked through the user's own negligence
b. The user deleted the consultation using the "Delete" function
c. Consultation content is disclosed or lost due to natural disasters or other circumstances beyond the control of Clear Seoul Eye Clinic
(2) To provide comprehensive and appropriate answers to a member's consultation, the attending physician and specialists in each department may refer to the consultation content and answers.
(3) After personal information is removed, the content of consultations held on the service may be used for the following purposes:
a. Academic activities
b. Authoring activities such as printed materials and CD-ROMs
c. Part of service content such as FAQs and recommended consultations
(4) Answers to consultations are subjective answers based on each specialist's medical knowledge and do not represent the opinion of Clear Seoul Eye Clinic's service.
(5) Online consultation may not be provided, in whole or in part, for consultation requests such as the following:
a. Repeated requests with the same content
b. Requests using expressions contrary to common sense
c. Requests asking for a diagnosis
d. Requests about treatment costs, examination fees, drug prices, etc.

Article 2 (Information Services)
(1) The content provided on the service is general and approximate and is provided for informational purposes only. Information or consultations provided on the service can never replace a medical diagnosis.
Information or consultations provided on the service are never intended to replace medical diagnosis, care, or treatment. If you have questions or concerns about your health, you should see an actual specialist for a diagnosis.
Under no circumstances should you ignore a doctor's diagnosis or delay diagnosis, care, or treatment because of information provided on the service.
(2) Clear Seoul Eye Clinic does not recommend any specific test, product, or treatment mentioned on the service. All opinions expressed on the service are those of the consulting doctor concerned.
Clear Seoul Eye Clinic is not responsible for the content of any documents or consultations provided on the service.
(3) Accepting the information on this service, or the opinions of the specialists participating in the service or of other members or visitors using the service, is entirely at the user's own discretion.
Accordingly, Clear Seoul Eye Clinic is not responsible for any damage, injury, or other disadvantage arising from the use of any product, information, idea, or instruction provided to members.


Chapter 5. Obligations
Article 1 (Obligations of the Company)
(1) Unless there are special circumstances, Clear Seoul Eye Clinic will allow members to use the services.
(2) Clear Seoul Eye Clinic is obligated to provide the services continuously and stably as set out in these Terms.
(3) Clear Seoul Eye Clinic will handle opinions raised by members through the prescribed procedures in an appropriate manner, and if handling requires a certain period, it must inform the member of the reason and the schedule.

Article 2 (Obligation to Secure Member Information)
(1) Members are responsible for all management of their ID and password.
(2) Members agree to receive service emails sent as part of the service.
(3) If a member's ID is used fraudulently, the member must notify Clear Seoul Eye Clinic of the fact.
(4) Clear Seoul Eye Clinic does not sell or provide personally identifiable information to third parties unrelated to Clear Seoul Eye Clinic without the prior consent of the member or user.
However, Clear Seoul Eye Clinic may use voluntarily provided registration information in the following cases:
a. Providing developers with information needed to develop new features, information, and services useful to members
b. Providing advertisers with statistical information about service members and user groups (which never reveals the identity of individual members)
c. Use by the company to deliver advertising or services according to member and user preferences
(5) Personally identifiable information (user name, ID, email address, etc.) may be voluntarily disclosed in communication spaces such as bulletin boards (hereinafter "communication spaces").
In such cases, the disclosed information may be collected, linked, and used by third parties, and you may receive unwanted messages from third parties.
Clear Seoul Eye Clinic cannot control such acts by third parties. Accordingly, Clear Seoul Eye Clinic makes no guarantee regarding the possibility of member information being discovered by means beyond its control.
(6) Clear Seoul Eye Clinic may use cookie technology for convenience in using the service. A cookie is a small text file used by a website to recognize returning users and to help with their continued access and the provision of personalized services.
In general, a cookie works by assigning the user a unique number that has no meaning outside the site that issued the cookie.
Cookies do not intrude into the user's system and pose no risk to the user's files. Clear Seoul Eye Clinic cannot prevent advertisers or related third parties of the service from using cookies.
If members or users do not want information to be collected using cookies, they can control whether to accept cookies in their web browser.
However, the use of cookies may be necessary for the service (especially personalized information) to work properly.
(7) Clear Seoul Eye Clinic may mutually provide and use member information between the service or the company and its business partners.


Chapter 6. Dispute Resolution
(1) Disputes regarding any issues related to the use of the service, other than those provided for in these Terms, shall be resolved by mutual agreement to the greatest extent possible.
(2) If a lawsuit is filed regarding a dispute arising from the use of the service, the court having jurisdiction over the location of the company shall be the competent court.
